I was updating graphics/openshadinglanguage, a shebang line was added to a
script in the repo (for 1.13.x), they have `#!/usr/bin/env python`

After changing version to 1.13.10.0 `make stage-qa` reported the bad sheban=
g.

I added USES=3Dshebangfix and SHEBANG_FILES=3D src/build-scripts/serialize-=
bc.py

Then I got the local/bin/python is invalid.

I tried adding PYTHON_NO_DEPENDS=3Dyes as well as USES=3Dpython:env and nei=
ther
changed the error message.

I then edited the script in the work stage dir to have python3.9 and make
stage-qa didn't report the shebang error.
