No, firewall_type would be one of "simple" or "open" or whatever.
It is read by /etc/rc.firewall assuming that firewall_script=
"/etc/rc.firewall".  Otherwise it has no effect.

Probably ity would help to know what is in your (Randy's) 
/etc/ipfw.rules
