Performance was really improved with 20 megs of ram, but I was doing more then just a router when I used that machine. If you just want to route and do some local ftp and apache then it should be fine. Dont expect miracles. But, yes, you should be able to run and install freebsd with only 12 megs of ram. I installed freebsd 4.3 when I did that, and I dont think that 4.4 should be so much different.
