If memory serves, I have seen this failure when attempting to install 4.0 with netscape. I had selected all the compat libs as part of the install, along with netscape. I can't remember if the problem was that netscape was "installed" before the compat libs, or if ldconfig wasn't run after installing the compat libs, but it definately failed for lack of the a.out libc.
