Yes. If you've installed the cvsup (or cvsup-without-gui) port or package you will find sample cvsup control files in /usr/share/examples/cvsup/. Therein you'll find a stable-supfile which is almost exactly what you want. Make a copy of that as a template, and then edit it. You'll want to find the line that sets the tag to RELENG_4 and instead set it to RELENG_4_6.
