In a sense. RELENG_4_6_2_RELEASE refers to a specific set of revisions of the files, at one point in time. Barring some extremely unusual circumstances, you'll *always* get the same revisions of files if you checkout RELENG_4_6_2_RELEASE. RELENG_4_6 is a development branch. If you check out RELENG_4_6, the results may vary depending on when you do the checkout.
