Depending on how you look at it this is not always true.  Building 
world in the background then installing world and running mergemaster 
will take less than 15 minutes of downtime, assuming your system is 
fast enough.  Since the buildworld is non-disruptive to normal 
operations the amount of time it takes is inconsequential.

From the POV of start-to-finish, installing from CDROM or network is 
faster.
