I am using standard tzsetup (/etc/wall_cmos_clock) for a BIOS that does not live at UTC. Most of these are just PC's with Phoenix BIOS or similar (desktops from Gateway, Dell, Digital, etc). The machines are all using ntpdate out of cron to keep the clocks close. I had problems when running ntpd as it would allow the machines to drift.
