$ grep CFLAGS_OPTIMIZE /usr/ports/Mk/bsd.* /usr/share/mk/* \
/etc/defaults/make.conf /etc/make.conf
Or maybe you find a hint how it comes into the system:
$ grep CFLAGS_OPTIMIZE work/gcvs-1.0a7/config*
