I have that same problem with a
  CPU: AMD Phenom(tm) 9350e Quad-Core Processor (2000.08-MHz K8-class CPU)

AS a work around, I've added
  debug.cpufreq.lowest="1240"
to /boot/loader.conf.

It's not ideal, but I have NO idea what's causing the freezes
at lower CPU speeds.

BTW, you can slow down videos in mplayer manually by typing
'[' repeatedly -- and speed them up again with ']'.
