Either boot single-user (-s flag), or use shutdown:

# shutdown now

Without any options, it is supposed to take you into single user mode,
but you may find you still have to unmount file systems and stop some
daemons.

You can run fsck in multi-user mode, but you may get some spurious
error messages.
