there are one free and three commercial options to do hfs+ resize:

GNU parted: there are hfs+ resize patches to GNU parted as well as 
pre-built linux binaries available at:
http://xilun.nerim.net/Projet/Parted/
you should be able to get this going with linux, (free)bsd and macosx
(this is also what is used on gentoo-ppc to provide format-free install 
options)

iPartition: this is a commercial application for Mac OS X, i've 
personally tried it out and it did work

VolumeWorks: this is a commercial application for Mac OS X

PartitionToolkit: this is a commercial application for Mac OS 9, i've 
also tried this one and it did work too

maybe gnu parted with hfs+ resize patches could also be added to the 
FreeBSD ppc install process?
