Ok, there where other directories missing, so I got spooked, and
did a compleate format, and install from the 4.10 beta CD.

I set up cvsup, and downloaded all of the updates to src and ports.

I then did a buildworld, and it failed in /usr/src/usr.bin/vi and 
/usr/src/contrib/nvi, I then removed those directories, and did
another cvsup, another build world, vi built fine and now it is 
having problems with curses.  last cvsup:

Parsing supfile "/root/cvsup/supem.noports"
Connecting to cvsup2.FreeBSD.org
Connected to cvsup2.FreeBSD.org
Server software version: SNAP_16_1h
Negotiating file attribute support
Exchanging collection information
Establishing multiplexed-mode data connection

Finished successfully
(11:55:49 AM) update sorces complete

So I have all of the updates to the source tr for RELENG_4 tree.
the supem.noports reads as follows:

*default host=cvsup2.FreeBSD.org
*default base=/usr
*default prefix=/usr
*default release=cvs tag=RELENG_4
*default delete use-rel-suffix
src-all 

the make buildwold ends as follows:
