Most likely it means that the port maintainer found a security hole and didn't want to make dhcp3 completely available until it's fixed. I found a similar situation with dhcpd2 several months ago. If you still want to install it, you can download the tarball from http://www.isc.org/products/DHCP/ and install it manually. Just follow the instructions that are posted there. Trust me, if someone as clueless as I can do it, so can you!
