Ok, I had a look at the mail/dbmail/Makefile v1.21 in cvsweb and it
seems to be written to replace the %%RC_SUBR%% in the startup scripts
in the post-build target.

Try a "make post-build", then use "more work/dbmail*.sh" and check
that the %%RC_SUBR%% was replaced.
