You are using an address range which cannot be routed onto the Internet backbone, and will be rejected if you try (generally). You will either need to install proxy servers (like socks or TIS's FWTK) on your gateway or get a subnet address from U of Washington (hardly likely since they are doing dynamic IP addressing).
