You could try something like:
table <bypassproxy> { 192.168.10.100 }
rdr on $dmz_if proto tcp from !<bypassproxy> to any port $web_ports ->
127.0.0.1
port 3128
Or without using tables, just:
rdr on $dmz_if proto tcp from !192.168.10.100 to any port $web_ports ->
127.0.0.1 port 3128
