Leave it in /usr/mdec. Like Peter said, /usr/mdec is a 'storage' place, and generally speaking you don't 'store' crap on the / partition. Since it shouldn't go in /, then there's no sense in renaming it 'just because we can' in /usr since it would be gratuitous.
