What does 'mount | grep /usr' say?
It sounds as if either:
* Your loopback interface has lost address 127.0.0.1
or:
* Some process other than a live sendmail instance has bound to port
25 on the loopback.
or:
* sendmail has somehow lost its setgid-ness
