Reopening. This is still a problem.

I just tried 'make -C security/gvmd' (just picking a random port that creat=
es a
group) and got:

=3D=3D=3D> Creating groups.
Creating group 'gvm' with gid '272'.
pw: gr_mkdb(): Operation not permitted

But the install does not fail.  Same if you do 'sudo pkg add
gvmd-22.4.0_1.pkg'.
