The system ships with a /etc/hosts.allow (which I copied to = hosts_allow)which it claims is used by the wrapping service in inetd. I = turned off -wW on inetd so that that file would not matter. Telnet then = started to work. But not ftp. So I got rid of ftp altogether in inetd. = You don't need to start ftpd through inetd. I start ftpd with a -D now for = daemon use and it still gives the same problem.
