This was discussed at BSDCan, not necessarily as a replacement for slave
ports, but as a more flexible solution.  It may be possible to leverage
the fakeroot installation in PKGNG for this later, but for now we want
to concentrate on getting PKGNG ready as a viable replacement of the
current pkg_* tools and add this and other features later.

A more elaborate summary of what was discussed at the ports and packages
summit will be send later after folks get a chance to get home.
