The list of files jextract installs depends on the llvm being used.
jextract grabs a bunch of headers and libraries from llvm.  If a new
version of llvm comes in, the list of those files might change, and
the jextract port becomes broken.  This just happened when I switched
from llvm15 to llvm (which is 19).

I'll investigate on the java version requirement.
