In other words: nothing should happen to the in-kernel state as long as /dev/isdn is not openend. This includes: activation of layers 1-4, irq's, and everything else. The alternative is: the stack must handle everything by itself as long as there is noone listening to /dev/isdn. This includes i.e. deleting call descriptors in a layer 4 timeout, handling of TEI as Hellmuth suggested and probably lots of details noone realy likes to look into. A can of worms, I think.
