I fail to see any email in 2001 to freebsd-alpha asking for help in
testing a loader/FICL upgrade.

I do believe an email to freebsd-alpha saying 

    Here is a patch with the new version of FICL integrated into the
    loader.  I intend to commit this in 2 weeks unless I hear of troubles
    with it.  You have been warned.

or 

    Here is a patch that reorganizes the 4th code and/or changes the
    defaults.  I intend to commit this in 2 weeks unless I hear of
    troubles with it.  You have been warned.

Would get tested.  We know the consequences of not doing so.
