Ah, yes: https://bugzilla.mozilla.org/show_bug.cgi?id=23394 There's a standard for mail and news readers (GNKSA) which expects "Provides adequate quotation and attribution facilities"; it's expected that there should be a preference which allows a user to decide whether to quote all text or just the selected text when composing a reply.
