Is the drive going bad ? Probably if you see this for the first time. Ususlly you see some degration from 64 to 32 for not optimal designed Drives (Which propagate to operate with more tagged commands than they actually can) see /sys/cam/cam_xpt.c for such drives. If it's a new drive maybe it can't hande tagged commands at all.
