They probably estimate they don't have enough resources.

AFAIK, this is basically a printed copy of all the man pages...
Not a very interesting thing to buy, and it certainly didn't cost
them much compared to a book written from scratch.

The sad thing is that a fair part of the NT growth is based on a
self-fulfilling prophecy. NT is supposed to be the future of computing,
so everyone jumps on it and gives it more credibility... That's the
same as how the PC became the main platform.

This is kinda ironic if you remember that a little more than ten years
ago, the future was supposed to be OS/2 :-))
