Could you please point out what's the real problem, which we might all
overlooked?

(To me, I think devd should just delegate the responsibility of
determining whether use DHCP is appropriate to the rc.d script,
because that reduces duplicated code, therefore I didn't see problem
here, but I could be wrong).
