At least, as far as rates in Greece are concerned. Here, using a dialup line costs about 200 drachmas/hour, which is less than a dollar. And that's with the high rates of 08:00 am - 10:00 pm. After 10:00 pm, the rate is much lower for dialup calls. More like 60 drachmas, which would be something close to 15 cents.
