The configuration step (for the compilation) is no weird (and IMO badly made -- I've installed dozen of INN now and hate it every time). You have a config.data properly configured for FreeBSD 2.X in the Unofficial release by Dave Barr. Just take that, read two or three times the Install doc, then the FAQ and compiling is very easy. If you prefer sticking to the official 1.4sec2, I can send you the file. Doing it by hand makes understanding how the program work easier. One of the program the firm I work for used to be configured with the same system than INN. Version control was a nightmare (lot of files are modified almost all the time the program is configured) till we converted it to use GNU configure.
