rxvt-devel port doesn't include "--enable-rxvt-scroll"  (or any scrollbar) in CONFIGURE_ARGS.
Scrollbar is pretty much expected in an xterm-workalike.
Possibly menubar as well.

cd /usr/ports/x11/rxvt-devel
make
make install

Add 

  --enable-rxvt-scroll --enable-menubar

to CONFIGURE_ARGS in /usr/ports/x11/rxvt-devel/Makefile
