No.  This merge is only required for the cdrom ioctl stuff.  Plain
reading is already supposed to be allowed in the worm driver, but
somebody has to fix it.  Somebody whose only CD-ROM drive is his CD-R
drive is the preferrable person for fixing it. :-)  (Most people who
have a CD-R do also have a separate CD-ROM, thus there's no much
pressure for us giving this fix a high priority...)
