As far as I can see, the class NetworkManager (audacity-Audacity-3.0.4/libraries/lib-network-manager/NetworkManager.cpp) requires curl. That NetworkManager class is only used by the UpdateManager (audacity-Audacity-3.0.4/src/update/UpdateManager.cpp). If it is a function that checks for updates and replaces files, then it sho= uld be turned off.
