It certainly wasn't long ago that the answer was "yes".  You needed 5
MB for installation, but you could run on 4.  We appear to have a bug
in 3.1, however, which makes it not run in under 8 MB.  Expect this
limit to drop some time (maybe 3.2), though possibly not back to 4.
