I've just tested DBEdit plugin 1.0.2, which is the newest version,
it was also not worked before the xerces plugin is installed.

The xerces plugin is included Eclipse 2.1.3,
so it is difficult to make its ports.
I make a tarball for it, please retrieve from
http://yasudakei.org/eclipse/xerces_4.0.13.tar.gz , if you want.
