Uhh.  That's wrong.  It should point to packages-2.2.  I just checked
ftp.jp.freebsd.org (I can't get to wcarchive), it is pointing to
packages-2.2.

And as you can see from the above, packages-2.2 is for 2.2.1R.  I told
Jordan to erase it when he erases 2.2.1R from wcachive. :)  (Why
hasn't that happened yet anyway?)
