Patch to upgrade port to Tuptime 5.2.1

Hi,


Tuptime have a new release (5.2.1) and it would be nice to have it on FreeB=
SD.

Changelog:

  * Return -e option as an argument for --dec decimals=20=20=20=20=20=20=20=

  * Add rc script for OpenBSD and update installation doc=20=20=20=20=20=20=

  * Deprecate --pctl option=20=20=20=20=20=20=20=20=20=20=20=20=20=20=20=20=
