I think Japan was one of the countries that got screwed in IP allocation. Given a 120 million population, widespread use of personal computers, plus IP allocation to cell phones (over 40 million cell phones, though not all of them Internet-capable, of course), it doesn't surprise me they look seriously at IPv6. -- Daniel C.
