patch against the port for the ports Makefile

I received an email from "Ports Index build" with the subject "Ports with
duplicate LATEST_LINKs" and the port I maintain (databases/cppdb) was included.
To comply with
http://blogs.freebsdish.org/portmgr/2013/10/03/package-name-collisions/ I added
an empty 'PKGNAMESUFFIX=' since there is only one version of databases/cppdb in
the ports tree for now.
