Since Brian's using checkout mode, the name of the refuse file must have
the tag in it too.  So it should be "refuse.cvs:RELENG_2_2".  That might
be the problem.

It isn't yet, as a matter of fact.  But this is strictly a client-side
feature, so it still should work.
