Let me answer my own question:  mail/cclient needs to be compiled with
WITH_SSL defined.

We really need some mechanism to allow a port to specify build-time
options for its dependencies.  And a mechanism to record these options
in the package database, so that a port can check how any previously
installed dependencies had been compiled.
