is the American English Handbook on a Korean server (I don't see a
Korean-language version of the Handbook).

In general, there is lots of documentation in various languages at
ftp://ftp.freebsd.org/pub/FreeBSD/doc/ and there is a list of mirror
servers in various countries at
http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/mirrors-ftp.html
