Dave Mills has made it clear that ntpdc's > mode 7 control messages are specific to the version of ntpd. You are right about Dave's feelings about ntpdc and the mode 7 packets. I have fixed most of that in the latest ntpdc that is in the ntp-dev-ipv6 repository, but it will probably be a while before that trickle down in the releases.
