I've noticed people doing it from time to time, without giving any reference to a list of entities that had agreed on having their attribution trimmed [1] (why is this page gone btw?) or otherwise explicit approval. Every time I've asked about it (whether offending committers themselves or a portmgr@ member on IRC) I never received any sensible response.
