What do you mean how does it resolve the situation? If I know what capabilities I have (if they are individually enumerated), then I can choose to code based on a given capability, not an OS rev level. This is clearly a win, which is why autoconf is clearly a win. If we had enough energy, I'd suggest just porting everything over to autoconf. However, I suspect the heat-death of the universe will occur first. :-\
