The former is what is universally required in standards documents, where ambiguity is unacceptable. (I attended the standards BOF at LISA last week. The next version of POSIX will take SUSv2 as a base document, and much of the committee's time has been taken up with translating the TOG documents into the IEEE dialect of Standardese.)
