Nah, it just plain installs into LOCALBASE instead of X11BASE. There's no USE_X_PREFIX in the Makefile. The rule is that things only go in X11BASE if they need to in order to operate; otherwise, they go in LOCALBASE. Actually, this has always been the rule, but recent changes make it easier to get right.
