Yea, turn off the ``all user'' flag to fingerd:
man 8 fingerd:
-s Enable secure mode. Queries without a user name are rejected and
forwarding of queries to other remote hosts is denied.
grep fingerd /etc/inetd.conf:
finger stream tcp nowait nobody /usr/libexec/fingerd fingerd -s
