Is it actually checked anywhere? It's the version of the port, as in "19.31" of emacs-19.31. It's just a comment so it isn't checked anywhere. The string is usually the same as the one in DISTNAME or PKGNAME, but sometimes is more descriptive due to the limitation of what you can put in those variables (as they are part of filenames).
